Since pre-registration ended in December 2008, manufacturers/importers of phase-in substances (existing substances) shall decide whether to register or not to avoid any possible interruption on business. Non-phase-in substances (new substances) shall be registered immediately before being placed in the EU market. Phase-in substances shall be registered before 2010, 2013, and 2018 respectively depending on the tonnage band and hazard properties of substances.
Time has become very urgent for substances with annual tonnage above 1000t per year.
What is REACH Regulation?
REACH is the EU regulation concerning the Registration, Evaluation and Authorization of Chemicals.It came into force on 1 June 2007. EU manufacturers and importers must comply to register their substances manufactured/imported in quantities over 1 ton per year with European Chemical Agency (ECHA) by 2010,2013 and 2018, depending on the tonnage and hazard properties of the substances. Non-EU manufactures may appoint EU-based Only Representative to register to relieve the registration obligations of their importers.
What is China REACH?
According to Regulation on the Environmental Administration of New Chemical Substances issued by the State Environmental Protection Administration (SEPA) of the People's Republic of China in 2003, prior to the manufacture or import of a new chemical substance, company shall undergo new chemical substance notification registration, apply for and receive a Registration Certificate from the Chemical Registration Center.
